NetStar-1 on Qwest’s Winning Team Selected for GSA Networx Universal Contract

Company to Provide Advanced Design and Deployment of Converged Communications Solutions to Federal Agencies

Rockville, MD, April 9, 2007 -- NetStar-1, LLC, a leader in providing network and communications solutions, today announced that it is a member of Qwest Communications International Inc.’s winning team for a recently-announced US General Services Administration (GSA) Networx Universal contract.

NetStar-1 will provide comprehensive design, deployment, support and integration services relating to communications convergence and enterprise-wide security. Convergence brings data, voice and video applications to the user in both office-based and mobile environments. Increasingly, the Federal government has looked to this capability as a means of delivering robust and comprehensive applications to the user. NetStar-1’s focus on convergence-based technologies is based on successful work performed for public and private-sector clients. Today, NetStar-1 delivers connectivity, communications, and security support for clients at the US Departments of Labor, Commerce, Transportation and Defense, as well as for numerous commercial customers.

NetStar-1 will provide these services as both a prime and subcontractor in support of federal mission-critical telecommunications requirements. The entire Networx program, to include the smaller Networx Enterprise contracts, is estimated at $68 billion over the life of the 10-year contracts, and will provide voice, IP, wireless, and satellite services to 135 federal agencies across 191 countries. "Networx Universal is viewed as the most comprehensive communications and connectivity contract ever awarded by the US government," said Bill Strang, President of NetStar-1. "Its complete set of solutions will allow federal agencies to receive secure, complete and robust communications service while at the same time, delivering new service offerings to the government. Its unique blend of innovation, flexibility and high levels of service form the foundation of a next generation of connectivity to the government. We’re looking forward to working with Qwest’s Networx team – as well as other team partners – as we bring these solutions to our customer base.” According to Qwest’s management team, the contract vehicle also offers mandatory and optional services including telecommunications, IP-based services, management and application services, security services, wireless services, and special services (e.g., land mobile radio). Networx Universal serves as the primary replacement for GSA’s previously awarded contract, FTS2001.
